A late birthday wish is hard not because there's nothing to say, but because the first line turns into an apology. The longer you spend being sorry, the more the other person is receiving an apology instead of a wish.
They already know it's late. Every extra word of explanation makes that the bigger fact, so cut the apology to one line and spend the rest on the birthday.
A day or two late
This isn't something you have to account for. Open with "that was yesterday" and then say what you'd have said anyway.

When you found out much later
Say when you found out, plainly. Bending the sentence to hide that you didn't know is the part the other person notices first.
- Just found out. It was last week. Late, but happy birthday.
- Sorry it took me this long to know. The wish is real, though.
- I had the wrong date in my head. Happy birthday, very late.
- Finding out weeks later is very me. I still wanted to mark it.
- Found out late, so I'm here late. I didn't want to just let it pass.
- Missed it this year. Next year I'm going first.
- Happy belated birthday. Late, so I'll make it long.
When you knew and still missed it
"I've been busy" reads as "you were further down my list." Better to skip the reason and write what you actually want to say.
- I knew and I didn't do it. No excuses. Happy birthday.
- I kept putting it off. Sorry, and happy birthday.
- I spent so long picking the words that the day went past.
- Skipping the excuses and going straight to it. Happy birthday.
- Being late is on me. What I wanted to say hasn't changed.
- Doing it now seemed better than not doing it at all.
- I won't be late next time. Happy birthday for this year.
When you'd rather just say happy birthday
Not raising it at all is also an option. If it's been a while since you spoke, this is easier on both of you than opening with sorry.

- It's the month your birthday's in, and I thought of you.
- Happy birthday. Let's make the rest of the year a good one.
- Happy birthday. We should get food sometime.
- Wishing you a year with a lot of good in it.
- Happy birthday. How have you been lately?
- I'm always hoping you're doing well. Happy birthday.
When you close with a plan
With a late wish the last line matters most. Put in when you'll next see them and the apology turns into a plan.
- I was late this time, so next time I'm getting in touch first.
- Instead of a late wish, dinner's on me next month.
- Your next birthday is in my calendar. Genuinely.
- I'll make up for it next time. Happy birthday.
- The wish is late, but the plan won't be.
- See you soon. I'll do this properly then.
- Late wishes sometimes stay with you longer. Hoping this is one.
Full belated birthday texts you can send
In order: a day late to a friend, well after the fact to an older relative, and a partner's birthday you missed. Swap in the name and the way you'd address them, and only put in a meal or a call on a date you can actually keep.
- Seona, your birthday was yesterday and I didn't get in touch. Sorry I'm late. Happy birthday! Thank you for hearing me out that time — you stayed with it much longer than you had to. If you're free this Saturday, let's get food. That one's on me.

Things that only apply when you're late
One line of sorry, the rest for the birthday
If "I'm sorry" shows up twice, the person is receiving an apology rather than a wish. Say it once and move straight on.
"Now" reads better than "late"
"Sorry this is late" and "I'm here now" mean the same thing, but the first reads as an excuse and the second as a decision. One opening word sets the direction of the whole message.
You don't have to say why you were late
The reason isn't information they need. One line about the past year does far more with that space.
