Keep advice to one line so encouragement doesn't turn into instruction. The wish is the message and the rest is extra.

You don't have to catch up in the message. The fact that you remembered the date is already the whole thing.

- Hope you're doing well. Happy birthday.

Someone who left, or is about to
Leave the office news out. You're wishing the person well, not the seat they used to sit in.
- The company changed; the date didn't. Happy birthday.
- The time we worked together stayed with me as a good memory. Happy birthday.
- Hope the new place is treating you well. Happy birthday.
- I'm still grateful for the help you gave me back then.
- I hope we get to work together again someday. Happy birthday.

What only applies at work
Use the name you always use
If you call someone by their first name all week, don't switch to their job title just for the message. The distance jumps, and they feel it. Whatever you say out loud is the right thing to write.
Leave their private life out
Age, relationships, plans for the year — none of it has anything to do with a birthday wish at work. Take it all out and the message doesn't feel any emptier.
One line of work talk, no more
“Thanks to you, we got through this one” is as far as it needs to go. Any more and the birthday wish turns into a retrospective.
